The present invention performs appropriate routing control on a reproduced node in a mobile communication network. A mobile communication system (1) includes an open-flow network (30) and CSCFs (10, 20). The CSCF (10) is provided with: a terminal-information-imparting unit (11) for imparting information about a receiving terminal (80), which is the destination for a signal and is housed in the CSCFs (20), to the header section of the signal destined for the CSCFs (20); and a transmission unit (12) for transmitting the signal. The open-flow network (30) is provided with: a storage unit (41) for storing the corresponding relationship between the receiving terminal (80) and devices (20a, 20b) which, of the reproduced CSCFs (20), house the receiving terminal (80); an open-flow receiving unit (42) for receiving the signal destined for the CSCFs (20); a terminal-information acquisition unit (43) for acquiring information about the receiving terminal (80) from the signal header section; a transmission-destination identification unit (44) for identifying the devices (20a, 20b) as transmission destinations on the basis of the information; and an open-flow transmission unit (45) for transmitting the signal to the identified devices.
