The plant (2) has a rotary dryer (4) to dry and heat wet and cold aggregates continuously by introducing aggregates of asphalt coatings recycled inside the dryer to form a mixture. A continuous or discontinuous mixer (5) is separated from the dryer for malaxation of the mixture from the dryer with a binder. An introduction unit introduces fine aggregates inside the dryer such that the fine aggregates mix with the aggregates of asphalt coatings inside the dryer. The dryer includes a recycling ring (14) for introduction of the aggregates of coatings recycled inside the dryer. The binder is a bitumen binder. An independent claim is also included for a method for producing asphalt coatings for road surfaces.
