PROBLEM TO BE SOLVED: To provide a polymer composition capable of remarkably improving a foam quality improving effect and smoothness in rinsing in the case of adding the composition to a hair cleaning agent or a skin cleansing agent by improving an additive for hair cosmetics obtained by graft-copolymerizing a cationic and nonionic water-soluble monomer in an aqueous medium after dissolving a natural polymer and/or a natural polymer derivative having an OH group in water.SOLUTION: There is provided a polymer composition capable of remarkably improving foam quality and rinsing smoothness of a hair cleaning agent and a skin cleansing agent by polymerizing one or more kinds of vinyl-containing water-soluble monomers in an aqueous medium containing a natural polymer and/or natural polymer derivative having a cationic group.
