PROBLEM TO BE SOLVED: To suppress a fracture of a substrate caused by a pressure applied for manufacturing a rolled electrode group.SOLUTION: An electrode plate 100 is formed by applying an active material 3 to a substrate 2 comprised of a perforated steel plate. The electrode plate 100 includes an outermost peripheral part 4 that is rolled via a separator together with an electrode plate having a different polarity and is located at the outermost periphery of an electrode group. The aperture ratio of the substrate 2 at a different electrode overlapping part 5 at which a rolling terminal 300b of an electrode plate 300 having a different polarity and the inside in the radial direction are overlapped with each other is smaller than the aperture ratio of the substrate 2 at the outermost peripheral part 4.
