PROBLEM TO BE SOLVED: To prevent reduction in communication flow quality.SOLUTION: A communication system comprises: a movement target candidate extraction unit 251 for extracting a movement target candidate flow, which is included in a communication flow and is a candidate whose path is to be moved, from the communication flow; a path extraction device 300 for extracting a movement destination path candidate which is a candidate for a movement destination path, on the basis of a quality value in the case of moving a path in the movement target candidate flow extracted by the movement target candidate extraction unit 251; and a movement target flow determination unit 261 for determining that the movement target candidate flow is to be a movement target flow whose path is moved, when the quality value of the movement destination path candidate extracted by the path extraction device 300 is improved as compared with that of the movement target candidate flow. |
