PROBLEM TO BE SOLVED: To provide a scribing wheel, a scribe device, and a method for manufacturing scribing wheel in which defective dividing can hardly occurs due to the deterioration of permeability of cracks and the fluctuation of depths of the cracks even though cullets or foreign matters enter the grooves of the scribing wheel when dividing a brittle material substrate.SOLUTION: A scribing wheel is constituted so as to be able to discharge cullets and foreign matters having entered grooves 44 outside of the scribing wheel 40 through concave parts 46 by forming the concave parts 46 in communication with grooves 44 in respective oblique faces 42a of the scribing wheel 40.
