The present invention relates to an apparatus for non-contact measuring comprising a strap-fixing device, and a method for non-contact measuring using same, and more specifically, to an apparatus for non-contact measuring comprising: an observation means comprising a sensor portion for measuring the size and form of the strap; a shifting means for supporting and shifting the observation means to a measuring position; and a fixing means comprising an inspection plate and a fixing device for fixing the strap to one surface of the inspection plate, wherein the fixing device is provided with a fixing frame, which is provided with a fixing groove, into one surface of which the strap is inserted. By using the fixing device which is appropriate for the strap that is connected to the inspection plate, the present invention can reduce error in the measuring process. In addition, the fixing device for the strap is separately modularized for use, enabling easy installation of the strap, which is an object of measurement, on the inspection plate of the non-contact measurement device thereby shortening preparation time for measurement.
