PROBLEM TO BE SOLVED: To provide: a water-repellent and oil-repellent antifouling treating agent that can form a water-repellent and oil-repellent antifouling film that excels in water repellency and excels in abrasion resistance and water resistance, wherein no or extremely few hydrochloric acid gas is generated when forming a film, a film can be made in a usual air atmosphere, and no hydrofluoric acid is generated even if incinerated when being disposed; and an article manufactured using the same.SOLUTION: A water-repellent and oil-repellent antifouling treating agent includes: a material containing at least a dimethylsilyl group and a chlorosilyl group as principal ingredients; a fine particle or a hollow fine particle; and a non-aqueous organic solvent. An article in which a water-repellent and oil-repellent antifouling film with a minute irregularity on a surface is formed by using the water-repellent and oil-repellent antifouling treating agent is disclosed. |
