PROBLEM TO BE SOLVED: To provide an OLT (optical terminal apparatus) in a PON system, capable of increasing accuracy of a predicted and allocated upward signal allocation band.SOLUTION: The OLT includes: receiving means for receiving a transmission request amount transmitted from each ONU for each allocation period; for each ONU, dynamic band allocation means for determining allocation band permitted for an upward signal for each allocation period; and transmission means for transmitting the determined allocation band to the corresponding optical ONU for each allocation period. At least for a portion of ONU, the dynamic band allocation means determines as the allocation band a value obtained by adding to a fixed band a value that is obtained by subtracting the total value of the allocation band in a predetermined period at the most recent past, from a transmission request amount received in an allocation period at the present time. |
