PURPOSE: A control channel transmission method of a base and a control channel receiving method thereof are provided to efficiently transmit the control information to a terminal in a radio communication system. CONSTITUTION: A base station (800) comprises a frequency resource allocation unit (810), a time resource allocation unit (820), and a transmission unit (830). The frequency resource allocation unit sets up a resource block on which a control channel is placed in a data area. The time resource allocation unit sets up a time resource of the control channel inside the resource block which is set up by the frequency resource allocation unit. The transmission unit transmits the control information through a resource which is set up by the frequency resource allocation unit and by the time resource allocation unit.
