PROBLEM TO BE SOLVED: To provide an easily openable packaging bag capable of achieving high productivity by adding high-level easy peeling properties and high-level sealability with a simple structure, and to provide a seal processing method for the inside of the packaging bag capable of rationally forming a seal part having easy peeling properties for the easily openable packaging bag.SOLUTION: A seal body 21 having a lamination structure provided at an opening part 14 side in a bag body 11 and ranging between both side parts in the bag body 11 is provided with a low-adhesion layer 22 having a laterally long tape shape and a high-adhesion layer 23 having a laterally long tape shape. A layer surface upper part and a layer surface lower part of the low-adhesion layer 22 is non-adhesive to an inner surface of one film 12. A layer surface upper part and a layer surface lower part of the high adhesive layer 23 is non-adhesive to an inner surface of the other film 13.
