PURPOSE: An intra prediction decoding device is provided to restore a prediction block which is similar with an original image by generating the prediction block using pixels which are not used in the generation of the prediction block. CONSTITUTION: A prediction mode decoding unit (230) restores the intra prediction mode of a current prediction unit. A residual signal decoding unit (220) restores a residual signal. A reference pixel generation unit (240) generates reference pixels which are not able to be used in the current prediction unit and adaptively filters the reference pixels. A prediction block generation unit (250) generates a prediction block by using the reference pixels corresponding to the restored intra prediction mode. A prediction block filtering unit (260) adaptively filters the generated prediction block. An image reconstruction unit (270) generates a restoration image by using the prediction block and a restored residual block.
