PROBLEM TO BE SOLVED: To appropriately restrict access to a Web site from an access restriction object terminal, and also to permit the access under a prescribed condition. SOLUTION: An access control system includes: an access permission list registering part 17 for performing registration in association with a school ID identifying a school and a class ID for identifying each class; an ID information storage part 71 for performing storage by associating terminal identification information identifying the access restriction object terminal with the school ID of the school and the class ID of the class with the enrollment of a student using the access restriction object terminal; and a service controller 7 for receiving an access request to the Web site from the access restriction object terminal, specifying the corresponding school ID and class ID, based on the terminal identification information of the access restriction object terminal with referring to the ID information storage part, and permitting the access to the Web site when an access request destination Web site is registered in a list which is registered in the access permission list registering part in association with the specified school ID or class ID.
