PROBLEM TO BE SOLVED: To provide a packet relay device and a packet relay method, capable of improving a transmission port transfer rate than ever. SOLUTION: A reception unit 10a stores into transmission queues 12aa, 12ab section data to identify the entire parallel data constituting a packet in an ineffective section and the last parallel data in an effective section from other parallel data in the effective section, in a manner to associate with the parallel data. On detecting the last parallel data in the packet effective section on the basis of the section data associated with the parallel data stored in a currently selected transmission queue, a transmission queue selection unit 13a selects each transmission queue that stores a packet to be transmitted next from a transmission unit 11a. On completion of the transmission of the last parallel data of a packet in transmission, a packet transmission control unit 14a allows the transmission unit 11a to transmit the parallel data stored in the transmission queue selected by the transmission queue selection unit 13a.
