PURPOSE: A dry hard skin removing device and a dry hard skin removing method using the same are provided to safely remove basic cells without damaging revival cycles. CONSTITUTION: A dry hard skin removing device comprises a device body (100) and a handpiece unit (200). The device body comprises a cover which is rotationally opened and closed up and down. A frequency variable unit is installed in the device body. The frequency variable unit can be controlled through the variable value of power provided from the outside. The input unit electrically connects to the control unit and inputs the intensity of controlled power. The control unit can adjust the oscillation frequency of the frequency variable unit.
