摘要 <p>The invention relates to scalable video coding (SVC) in particular to SVC that would extend the High Efficiency Video Coding (HEVC) standard. The encoding method comprises encoding a base layer and an enhancement layer, including encoding an enhancement original INTRA image using intra-frame prediction only. A residual image (that is the difference between the enhancement original INTRA image and a decoded corresponding encoded base image in the base layer) is first obtained. This residual image comprises blocks of pixels, each block having a type. Pixel values for a block are transformed into a set of coefficients each having a coefficient type and an initial coefficient encoding merit determined for each coefficient type. Coefficients are then selected based, for each coefficient, on the corresponding initial coefficient encoding merit and on a predetermined block merit. The selected coefficients are then quantized into quantized symbols and then encoded. Further methods are also disclosed that give variation in the manner in which the enhancement layer is encoded. Broadly equivalent decoding methods/devices are also disclosed</p>
