The device (1) has a concrete basement firmly attached to the underground. An upper flange surface (10) is provided with a threaded hole, a threaded nut or a threaded sleeve. The concrete basement is attached to a lower side of a cup-shaped plastic carrier housing (2) using bolts (12) so that an outer carrier house-base flange (11) and the upper flange surface are stackably connected with each other. A retaining plate is provided on the plastic carrier housing and connected with the flange surface. An independent claim is also included for a method for producing a retaining device.
