An optical phase shifter formed on a substrate (1) and comprising a first clad layer (2) which is optically transparent, a core layer (3) which is formed on the first clad layer (2) and optically transparent, and has a higher index of refraction and a higher heat conductivity than those of the first clad layer, and heating/cooling means (4) for heating/cooling an optical waveguide. The core layer (3) is provided with a rib (301) projecting from the surface of the core layer (3) and extending along the length and a waveguide region (302) adjacent to and along the rib (301) in the core layer (3) and serving as an optical waveguide. The heating/cooling means (4) is disposed apart from the rib (301) and along the same on the surface of the core layer (3). |
