PURPOSE: A communication method, a communication system and a mobile device are provided to minimize a hand over delay which occurs during handover based on a mobile Internet Protocol (IP). CONSTITUTION: A communication environment information measurement unit (1100) measures the communication environment information of a first base station and a second base station. The first base station communicates with a mobile device which has a fixed mobile IP information. The second base station and the mobile device transmit and receive data between each other. A transmission unit (1200) transmits the communication environment information of the first base station and the second base to the first base station. If the communication environment information of the second base station is more effective than the communication environment information of the first base station, a base station network IP for data communications is changed from the first base station to the second base station.
