PURPOSE: A system and a method for charging an electric vehicle using a portable terminal is provided to monitor charged state of an electric vehicle through a portable terminal, and determine whether to charge the electric vehicle or not using unit cost of charging, location and time information of a charging device. CONSTITUTION: A system for charging an electric vehicle comprises an electric vehicle charging device(10) with a QR code marked at the surface thereof; a portable terminal(20) which reads the location and ID of the electric vehicle charging device which are included in the QR code by scanning the QR code and transmits the read data together with information of the portable terminal; an operation server(30) which determines whether to permit charge of the electric vehicle by receiving the location, ID, and information of the portable terminal and transmits a charging control signal to the electric vehicle charging device. The electric vehicle charging device performs charging of the electric vehicle according to the charging control signal from the operation server. The operation server determines whether to permit charge of the electric vehicle by receiving terminal information from the portable terminal and the information included in the QR code, and transmits charging control signal for controlling the electric vehicle charging device according to the determination. A communications company(40) determines whether the portable terminal is available to pay for charge by receiving the terminal information from the operation server.
