PROBLEM TO BE SOLVED: To reduce a processing amount needed for encoding when generating two kinds of encoded data of a low delay version and a high image quality version.SOLUTION: A moving image encoder encodes moving images for a low delay version indicating a GOP structure including an I picture and a P picture and a high image quality version indicating the GOP structure including the I picture, the P picture and a B picture, and includes: an intra-prediction unit for processing the I picture in common in the low delay version and the high image quality version; and an inter-prediction unit for processing the P picture in common in the low delay version and the high image quality version for a reference P picture to be referred to, and processing the B picture of the high image quality version using auxiliary information including motion vector information of a non-reference P picture not to be referred to, which is processed in the low delay version. |
