PROBLEM TO BE SOLVED: To provide a motion detector which detects motion highly accurately with a small amount of data transferred, and to provide an image processing apparatus and an image processing system which encodes a video by using the same.SOLUTION: The image processing apparatus includes a reference image encoding unit, a truncation unit, a reference image decoding unit, and a block matching unit. The reference image encoding unit generates a plurality of encoded components, by performing entropy coding of a plurality of image components extracted from a reference image, respectively. The truncation unit selects one or a plurality of the plurality of encoded components in a predetermined order of priority, so that the data length is equal to or shorter than a predetermined fixed length. The reference image decoding unit restores one or a plurality of image components, by decoding the encoded components thus selected. The block matching unit detects the motion vector of an object block of motion detection, based on the image components of the object block of motion detection of an input image, and the restored image components of an object block of matching of a reference image corresponding to the object block of motion detection. |
