PROBLEM TO BE SOLVED: To achieve prompt update of the use state of identification information for use in a predetermined area while suppressing power consumption in a user terminal.SOLUTION: A communication device includes: a communication unit for receiving identification information for use in a predetermined area; a determination unit for determining whether the communication device is moving toward a predetermined position in the predetermined area on the basis of area information related to the acquired predetermined area and the existence position of the communication device obtained by a sensor; and a confirmation unit for confirming connection with a management device that manages the identification information when it is determined that the communication device is moving toward the predetermined position.
