PROBLEM TO BE SOLVED: To provide an optical element capable of forming a uniform light-emitting surface by using a comparably small number of light sources, and to provide a lighting device having the optical element.SOLUTION: An optical element includes a light guide having a disc section 71 and a cylindrical section 72, and LEDs 82. The disc section 71 has a round light-emitting front face 74. The cylindrical section 72 includes a circumferential wall 73 having an inner peripheral wall surface 73b and an outer peripheral wall surface 73a. The inner peripheral wall surface 73b extends from the light-emitting front face 74 along a direction approximately orthogonal to an extending direction of the light-emitting front face 74, and has a circular shape. A boundary section 79 between the disc section 71 and the cylindrical section 72 is formed at a section where the inner peripheral wall surface 73b of the circumferential wall 73 of the cylindrical section 72 starts to extend from the light-emitting front face 74 in the light guide plate. The LEDs 82 are arranged in the vicinity of the boundary section 79 at the outside of the outer peripheral wall surface 73a. |
