PROBLEM TO BE SOLVED: To provide a pre-treating agent making the softness of hair after permanent wave treatment satisfactory, and to provide a hair treating agent for a permanent wave provided with the pre-treating agent.SOLUTION: A pre-treating agent is used before permanent wave treatment, and includes: a pre-treating agent (I) blended with amino-modified silicone; and a pre-treating agent (II) blended with an anionic surfactant used after the use of the pre-treating agent (I). A hair treating agent for a permanent wave includes: the pre-treating agent; a first agent for a permanent wave blended with a reducing agent and an alkali agent; and a second agent for a permanent wave blended with an oxidizing agent.
