PROBLEM TO BE SOLVED: To provide a light-emitting device which can effectively utilize light emitted by a semiconductor light-emitting element, and provide lighting equipment having the light-emitting device.SOLUTION: A light-emitting device comprises: a metal base substrate 5; a light-emitting part 2 arranged on the metal base substrate 5; a cylindrical reflection member 3 arranged on the metal base substrate 5 for surrounding the light-emitting part 2; and a resin body 4 surrounding the reflection member 3. The cylindrical reflection member 3 and the resin body 4 reflect at least a part of light emitted by the light-emitting part 2 for radiating the light in a direction toward an opening.
