PROBLEM TO BE SOLVED: To highly efficiently form a plan by representing, in a production plan, a process of performing production while consuming temporarily-stored intermediate products in a production facility of a next step.SOLUTION: A production plan creation device forms a plan of a production quantity and a consumption quantity by capacity utilization, with a time used as a parameter. The production plan creation device includes: production means for producing intermediate products according to lapse of a first time; consumption means for consuming the intermediate products according to lapse of a second time after the lapse of the first time; and calculation means for calculating the production quantity by the production means and the consumption quantity by the consumption means on the basis of the production amount and the consumption amount of the intermediate products. |
