PROBLEM TO BE SOLVED: To enable reduction of a processing load in generating a multi-video reproduction image.SOLUTION: A stream composition unit generates an encoded stream of a multi-video reproduction image for simultaneously displaying a plurality of video contents using an encoded stream encoded with macroblocks arranged in a horizontal direction as the same slice for each of the plurality of video contents. The present technique can be applied to, for example, a content distribution server.
