PURPOSE: A fast channel change device and method in a multicast mobile internet protocol television (IPTV) service based on scalable video coding are provided to offer a fast channel change service by communicating with a core network and pre-outputting a base layer with predictable next channels based on the channel change pattern of a mobile terminal. CONSTITUTION: A user identification information acquisition unit (210) obtains the user identification information of a terminal which requests a mobile IPTV service. A user channel access history information database (230) stores the channel history information of one or more users who are provided with the mobile IPTV service. A user history information search unit (220) searches channel connection history information for corresponding to the user identification information. A channel selector (240) predicts a channel to be selected next by the user based on the channel connection history information. A bearer setting unit (250) sets up the bearer of the selected channel.
