The device (1) has curved flexible short and long rods (22, 24) connected at a grip (10), where a free end of each rod comprises a widened and rounded end (30) intended to contact scalp. An end comprises a retention portion for a cosmetic or dermatological product. The rods have diameter ranging between 0.5 mm and 2.20 mm and length ranging between 5 cm and 30 cm. The retention portion comprises a porous or fibrous material such as foam, cotton, wool, wood, silica and clay. The product comprises an active agent selected from an antibacterial active agent, antibiotic active agent, antifungal active agent, antipsoriatic active agent, anti-inflammatory drug active agent, hair antichute active agent, active agent intended for repigment hair, anti-irritation active agent, anti-pediculosis active agent, vitamin or a mineral salt.
