PURPOSE: A portable electric car charging device and an offline prepayment type charging method are provided to supply a convenient charging service in a place where charging infrastructure is not installed or not applicable. CONSTITUTION: A power control unit(411) in a control unit(410) approves current pass if certain conditions are satisfied. A power rate calculation unit(413) calculates power rates for the counting power. A data storage unit(420) stores passing current, electricity unit cost, device identification ID, charging elapsed time, and received data. A state display unit(430) displays the state information of a charging device. A card recognition unit(440) recognizes a prepaid card. The card recognition unit increases or decreases money related to the card considering the charging cost and the amount of used electricity.
