PROBLEM TO BE SOLVED: To provide a system and method for reducing complexity of blind coding of an orthogonal frequency division multiplex connection base system.SOLUTION: A base station has a transmitter which transmits a downlink frame. The downlink frame has a resource allocation area, which has a resource allocation message set having at least one resource allocation message. Resource allocation messages for a specific subscriber terminal each have a field including an indicator, which indicates the number of resource allocation messages for the specific subscriber terminal in the resource allocation area.
