The dowel (12) has a collar after an expanding zone for achieving a controlled set depth, where the dowel is extended by a sleeve over a distance of non-bearing layers after the expanding zone for forming a shaft extension (13) for guiding a desired fastening unit e.g. ring screw, and for bridging distances. The dowel is set by a setting tool and the fastening unit. The dowel is cut by a cutting tool e.g. blade, after setting process. The dowel has different shapes, different diameters and different lengths. The dowel is inclinedly inserted at a surface.
