An electrolytic cell (100) comprises an electrolyte membrane (110), a reduction electrode (120) and an oxygen producing electrode (130). The electrolyte membrane (110) is formed of a proton conducting material (an ionomer). A reduction catalyst used for the reduction electrode (120) contains a pyrochlore-type oxide represented by general formula A2B2O7-Z (wherein each of A and B represents a metal element; Z represents a number from 0 to 1 (inclusive); A includes A1 that is at least one element selected from the group consisting of Sn, Pb and Bi; and B includes B1 that is at least one element selected from the group consisting of Ru, Ir and Mn) or an oxide represented by BO2.
