PROBLEM TO BE SOLVED: To provide a system and a method to relieve congestion near an entrance effectively by managing waiting client information appropriately.SOLUTION: A system comprises: a waiting position management device managing a waiting position of a customer; a handheld unit which a customer carries; multiple positional information storage units; a positional information transmission device; and a positional notice information preparation device. The handheld unit comprises: means to memorize waiting person identification information; means to receive a waiting position settlement signal; and means to transmit the waiting person identification information to the positional notice information preparation device after reception of the waiting position settlement signal. The positional information storage unit comprises means to memorize the waiting position of the customer. The position notice information preparation device comprises means to create the notice information in which the waiting person identification information transmitted by the handheld unit is associated with the waiting position. The positional information transmission device comprises means to transmit the notice information to the waiting position management device. The waiting position management device comprises means to receive the notice information and means to output the waiting position and the waiting person identification information included in the received notice information.
