PURPOSE: A multivalent peptide inhibitor is provided to prevent or treat ischemic diseases such as coronary insufficiency, brain failure, and vascular dysfunction because hydroxylated HIF-1 alpha is not decomposed in a normal oxygen state. CONSTITUTION: A peptide structure contains a core; and a peptide with an amino acid sequence of sequence number 2. Two or more peptides are conjugated on the surface of the core. The core is inorganic nanoparticles, polymers, polymeric micelles, proteins, or nucleic acids. A functional group which is conjugated to the core is introduced at one end of the peptide.
