The device (10) has a main body (12) for accommodating a crank mechanism (18), a holding element (14) is arranged at the main body for fastening winding elements (16) having a winding rod around which the cable is wound. The winding elements are arranged at a vertical- or horizontal tube and at the main body. The winding elements comprise an outer limiting plate (42) arranged on the winding rod opposite to the main body. The holding element comprises a receiver partially adapted to outer contour of the vertical- or horizontal tube. An independent claim is included for a method for installing a cable, particularly in the region of the scaffolding.
