PROBLEM TO BE SOLVED: To provide a compact heavy metal recovering apparatus excellent in efficiency and handleability and to provide a heavy metal recovering method capable of being simply performed and excellent in efficiency.SOLUTION: A heavy metal recovering apparatus includes: a cylindrical electrode for heavy metal electrodeposition; a liquid tank for keeping a cylindrical axis of the electrode for heavy metal electrodeposition horizontally or nearly horizontally therein and rotatably holding the axis as a center; a liquid surface holding means for holding a position of a liquid surface so that a part of the electrode for heavy metal electrodeposition is positioned on the liquid surface of an electrolyte solution in the liquid tank; and an electrode rotation drive means for rotating and driving a counter electrode and the electrode for heavy metal electrodeposition in a position away from the electrode for heavy metal electrodeposition in the liquid tank.
