PROBLEM TO BE SOLVED: To provide a mobile communication system that can secure a voice call service without generating a burst-like load due to redialing.SOLUTION: A mobile terminal (UE) which is a permission target is made possible to make call connection to a voice communication capable network by scheduling call connection using a CS fallback function and using a data network as a control line, when a telephone call is regulated in the voice communication capable network under an environment in which the voice communication capable network (CS) and a data network (PS) coexist. |
