PURPOSE: Value-added network (VAN) server and method are provided to prevent generation of unnecessary telephone bill by judging failure according to a call request of a terminal of member store and by rejecting call for a failure terminal before off-hook. CONSTITUTION: A communication unit (110) receives a call configuration request from a terminal of member store. A database unit (120) stores error information and failure terminal registration information according to the error information of the terminal of member store. A modem board unit (130) is connected with a telephone cable through a plurality of channels. The modem board unit includes at least one modem board processing a physical signal with dial-up. A control unit (140) detects a failure terminal registered in a database unit based on caller identification according to the call configuration request. The control unit rejects a call for the failure terminal. A client management unit (150) manages a program mounted on the terminal of member store through transception of data.
