PROBLEM TO BE SOLVED: To provide a liquid development device where, even in use of a liquid development agent with high concentration, its concentration is detected at high precision, thus the change in the concentration of the liquid developer is suppressed, and, in its turn, an image with stable concentration is provided, and also to provide an image forming apparatus provided therewith. SOLUTION: The liquid development device is equipped with: a recovering means for recovering a liquid developer remaining in the surface of a development roller; and a recovered developer storing tank for storing the recovered liquid developer. After a prescribed amount of liquid developer is stored in the recovered developer storing tank, stirring by a stirring member is practiced, and subsequently, concentration detection and concentration regulation for the liquid developer are practiced.
