A device for forming a two-layer plastic packaging and its filling with a product consists of mechanisms of film supply, forming cross and longitudinal welds, mechanisms of advance and cutting of film and a dispenser. The mechanism of forming the outer packaging is provided with two conical forming devices installed at a distance to each other, between them a guide roller of the mechanism of forming the inner packaging is located at an angle of 45° to the direction of motion of the film.
