PURPOSE: A smoke detecting system using a monitoring camera and a method thereof are provided to stably and reliably detecting smoke images among images obtained through a camera by detecting smoke with a property extracted from a dynamic texture and a static texture of change sections detected from accumulated scene differential images. CONSTITUTION: A smoke detecting system films images of a fire detecting section through a monitoring camera and detects a change section from an accumulate scene differential images obtained from the images (S100,S200). The system removes the noise of the detected change section and forms a texture analysis section through clustering between adjacent sections (S300,S400). The system extracts the properties of a dynamic texture and the properties of a static texture of each texture analysis section and detects a smoke section by comparing the extracted properties and a previously stored smoke image standard value (S500,S600).
