PURPOSE: A control method for voice data decoding timing of an M2M modem and a device thereof are provided to rapidly broadcast a bulk of messages by coming close to a voice data receiving close point and decoding and broadcasting all transmitted voice data. CONSTITUTION: A communication unit (1) receives encoded digital voice data and control command data. A central processing unit (CPU) (10) measures receiving speed of the digital voice data and calculates a decoding point of the digital voice data and a broadcast starting point of an included sound source according to the measured receiving speed so that the CPU controls the digital voice data and the broadcast of the included sound source. A decoding device (3) converts the digital voice data into an analog voice signal and a digital voice signal. An amplifier (4) amplifies the converted voice signal.
