PURPOSE: A composition for scalp or hair is provided to have an antioxidative effect using a Scutellaria baicalensis extract and vinegar and to strengthen hair roots by activating the proliferation of scalp cells, thereby reducing alopecia and promoting hair growth. CONSTITUTION: A composition for scalp or hair contains 0.001-50 wt% of a Scutellaria baicalensis extract and 0.001-10 wt% of vinegar as active ingredients. The active ingredient is prepared by processing the Scutellaria baicalensis extract using the vinegar. The vinegar is grain vinegar or fruit vinegar. The composition contains 0.001-50 wt% of the processed Scutellaria baicalensis extract.
