Embodiments of the present invention provide a data transmission method, a base station and a user equipment. One transmission method comprises: a base station sending first piece of data and random access information to a user equipment (UE) at the same time; and the base station acquiring receiving state information of the first piece of data fed back by the UE through the random access information. Another transmission method comprises: a UE receiving first piece of data and random access information sent at the same time by a base station; and the UE feeding back receiving state information of the first piece of data to the base station through the random access information. In the technical solutions of the present invention, a base station transmits data to a UE in a random access process, thereby reducing signaling exchange and delay and increasing the data transmission efficiency.
