PURPOSE: A packet analysis device using a charging message and a method thereof are provided to allow a member terminal to confirm an attribute of the charging message for each member through generated packet analysis when a packet service is used, thereby mapping or releasing a terminal identifier and an internet protocol address of the member terminal corresponding to the attribute. CONSTITUTION: A packet analysis unit(210) analyzes a generated packet when a member terminal uses a packet service through a packet exchanging device. The packet analysis unit confirms whether or not a charging message for each member is included in packets received from the packet exchanging device. An attribute confirmation unit(220) confirms an attribute of the charging message for each member confirmed in the packet analysis unit. A mapping unit(230) maps a terminal identifier and a terminal address of the member terminal and releases mapping of a terminal address corresponding to the terminal identifier.
