PURPOSE: A flooding vulnerability analysis system and a method thereof capable of considering weather changes and spatial statistics in order to utilize geographic information and characteristic information related to flooding consider weather changes in using a spatial statistic model, select an actual area to apply the model, and make a flooding vulnerability map for the area. CONSTITUTION: A information collecting unit (110) collects flooding-related information including geographic information and weather information. An item extracting unit (130) analyzes the information and extracts those items having relations with floods which have occurred due to geographical and weather changes. A normalization unit (140) normalizes the geographic and characteristic information related to the floods with the extracted items being a standard. A statistical analysis applying unit (150) applies statistical analysis methods such as a frequency ratio or a fuzzy operator to the normalized information. A flooding vulnerability mapping unit (160) creates a flooding vulnerability map.
