The present application relates to the cluster communication technology, and relates specifically to a method for transmitting transmission-priority indication information. The solution is: a base station bearing the transmission-priority indication information in a cluster control channel message, and transmitting by means of a multicast scheme to all terminals within a cluster the cluster control channel message bearing the transmission-priority indication information, thereby making the terminals to execute corresponding operations on the basis of the transmission-priority indication information received. As such, cell interference is reduced, while at the same time, transmission reliability is improved for the transmission-priority indication information, and the need for a terminal to enter a connected state is obviated, thus, while system resources are utilized reasonably, system overhead of the terminal entering into the connected state is conserved, thereby effectively reducing system load.
