This image generating device (100) is provided with: an object information acquisition part (101) for acquiring the location of an object; a video image information acquisition part (102) for acquiring a video image shot from a moving body, and the location of the moving body when the video image were shot; a movement direction acquisition part (103) for acquiring the direction of movement of the moving body when the video image was shot; and a video image clipping part (104) for clipping from the video image a clipped video image constituting a portion of the angle of view imaged at one or more points in time in the video image, in such a way as to include both the direction towards the location of the object from the location of the moving body, and the direction of movement of the moving body, or the opposite direction from the direction of movement.
